When obligated parents fail to pay their child support, arrears accumulate. Over time this results in an ever-increasing amount of unpaid support. For those whose orders are enforced by the publicly funded child support program authorized by Title IVD of the Social Security Act, this has become a substantial problem: currently, over $100 billion in arrears are owed in those cases. This has lead a number of states to examine their arrears caseload in order to etermine what strategies could be used to address the problem.
